Provision or reconcile a Computer Agent

Sets up the selected Computer Agent using GetVoiceBot's current published version, or reconciles its existing shared Computer. Reconciliation can briefly interrupt other Agents on that Computer. Check status until the operation is terminal, then verify Computer health.
